- For improved communications in the Barents !

The report that you can download here, is a summary of a promotional effort from the various public and private organisations working for the realisation of improved port and rail infrastructure at Kirkenes. The important aspect of the potential for a new and enlarged port at Kirkenes, lies in the railways connection to the vast Russian railnetwork. The project proposal within the report is to build the ca 40 km remaining tracks to the Russian Railways in the vicinity of Nikel, and to restructure some of the existing railtracks between Nikel and Murmansk. The project undertook several interesting business visits to Russia this spring of 2003, and we met with people that envisaged more railtransport in the northerly direction, both for Murmansk and for Kirkenes, with a new railconnection. A railway to Kirkenes, Norway, will be built as a Russian gauged railway, and for Russian operations.
The organisations behind the study were Finnmark County Adminstration, Sør-Varanger Municipal Administration, Sydvaranger AS, Barents secretariat and Kirkenes Utvikling. World Port Kirkenes AS was commissioned as project responsible, and Ergo Sensia AS ran the project management. Storvik & Co was head organizer in Russia.

| Meetings in St Petersburg |

St Petersburg, 24-28.January 2003
|
A delegation with representatives from Finnmark County Council, Storvik & Co and WPK visited St Petersburg for meetings with the October Railways and the Central Marine Research and Design Institute. We were well received by the management of these institutions, and had constructive talks on the subject of transportation in the Northern areas. The meetings were organized by the St Petersburg Committe for external relations, to which we are very grateful for a successfull visit. |

The shareholders of the World Port Kirkenes Group AS were given the
statements of the activities from the board and management. A new board were elected with mr Torolf Rein and mr Ole Johan Haga as new boardmembers. The board now consists of mr Willy Østreng as chairman, and in addition to the
new members we have mr Jan Helge Aker, ms Liv Ingjerd Thoresen, mr Eina Dahlen, mr Svein Henrik Skjellanger and mr Søren Friis Hielm. |

The mayor of Sør-Varanger Alfon Jerijärvi. The chairman of WPK, dr Willy Østreng met with the mayor of
Sør-Varanger, and we learnt about the very successfull event at Kirkenes last wek,being the venue of the
10 years jubilee of the Barents Region cooperation. 5 primeministers were gathered in Kirkenes, and the
common declaration promise a further development of the relations within the region. |

assembly will be held at Moss. The main points will be the election of a new board, and to give the share
holders an account of the developments within the organisation. |
